Financial model of Innovation Science and Technology Center «Russkiy» makes it possible to estimate the costs of building infrastructure for the scientific and technological activities of the center's residents, create effective mechanisms for attracting investments in high-tech projects and determine the optimal measures of state support for the development of a scientific and technological cluster in the Far East.
Eastern State Planning Center develops financial models, calculates the amount of public and private funding required to implement strategic projects for the development of the Far Eastern Federal District and the Arctic zone of the Russian Federation, evaluates the financial results of their implementation.
When creating new or evaluating the effectiveness of existing public and private-public business projects, the specialists of the Eastern State Planning Center conduct their comprehensive socio-economic assessment, including:
- investment evaluation of the effectiveness of projects funded from the budget or those with a mixed funding structure;
- analysis of the impact of the project on employment rates in the region and the environment;
- determination of the impact of the project on the regional gross product;
- preparation of recommendations and economic justification of the need to subsidise the project at the expense of budgetary funds;
- assessment of the required volume of private investment and investment attractiveness of key development projects of the Far Eastern Federal District and the Arctic zone of the Russian Federation.
When developing financial models for strategic projects for the development of the Far East and the Arctic, the specialists of the Eastern State Planning Center use innovative approaches and best practices for creating sectoral financial models. In particular, agent-based modeling is used to develop simulation models and a database for in-depth analysis of operational, financial and macroeconomic data.
